What is the SEO opinion of interstitial ads?

Does anyone have any facts or guidance on the SEO impact of using interstitial ads? They appear on a number of "big budget" sites like top-tier newspapers, magazines and video sites yet my guess is that Google and others would take a less favorable view of small sites using these ads. They are quite admittedly annoying, but can be profitable and beneficial in some situations.
Does anyone have any first-hand experience working with these ads and the results (good, bad or non-existent) from the various Search Engines?

I have used interstitial ads on a couple of my sites from a number of providers (adsense et al).
From my experience
Full Page Ads
In my honest opinion, they do not provide a consistent income as they only serve to annoy the web users. I tried and tested and would never use full page ads again (unless your only focus is income but this will come at the cost of users and traffic).
in text ads
these are somewhat less annoying for users - when using the in text ads I found that the revenue was pretty pump.
In my expereince, fixed ads work best, I use Google, Tradedoubler and Commision Junction. Google is always the highest performa but the other 2 can bring bigger commisions (depends on the site and volume of content). I like Google best as you get paid for the click, you never lose.
I run my free business websites on this principal, bigger sites can demand much higher prices simply for display so its a differant ballpark.
Anyway, I suggest minimal use of interstitail ads, fixed position (well placed and colour matching) has always been my winner.
UPDATE - missed the SEO part sorry.
From my experience interstitail ads are only damaging to SEO if you allow full page ads to open on a visitors first page visit. Example, Adsense Full page ads can be set to be displayed to visitors after a number of page views (1,3,5 if I recall correctly). I experimented with the 1 page ads but found that:
a, my ad revenue went down (surprisingly)
b, I had less page views with much higher bounce rates (not surprisingly)
c, page integration to search engines was slower (I'm guessing that the spiders bounced too)
Notwithstanding this, there was no change to actual page rank and visitor level were pretty much the same. From this we can conclude that full page ads are not the money spinner they would initially appear to be. To be honest, I dont think I would use this as an advertising means either.
Full page ads are on a par with pamphlets through your door, at first they were shiny and interesting, after a while they just get damn annoying. Once you annoy a user, you lose their interest! the rest is obvious.

I mean, I have a website and I want to contact a professional SEO agency or a professional SEO developer. How much would it cost me?And how much per hour a SEO professional would cost me?Do they charge you per keyword, hours, links? Thanks everybody!
They usually say stuff like they wioll continually work to get you on top of google for a certain keyword and quote you for that keyword.
Some guy quotesed me $2000 for my EPOS site for the keyword EPOS.
But hey, it doesn’t matter now. Google have released their new Web search where users can redfine the order of the SERPs how they see fit. There is no ‘top of Google‘, just make your website cool and let it grow through your local community. Only way from here on in.

Gain a presence on the internet so that you can approach new clients and say look at us. Our website is number one in Google, we can do that for you too. Also write a blog with some good advice but not too good or they will just read the blog.Start a business social network profile and try to get a lot of quality contacts. More solid presence on the internet the better. Show off your expertise.

What is the best SEO tactics for the subpages of the site?

I doing SEO for a large site (20+ pages). What are the best practices in regards to the sub-pages of the site? Should I put keywords for sub-pages, and if yes how similar can they be to my home page keywords? What about description and page title, how long should those be and how similar to the home page? Is there anything else that can be done for SEO optimization?
I recommend that you go to http://www.websitegrader.com to check details like title length, meta tags…
It doesn’t really matter what keywords you use for subpages as long as your page is optimized for them and your content is a match.
As long as you build backlinks to your site and subpages, you’l be going in the right direction!

I need to outsouce my SEO marketing but I am nervous to hire a firm that may not peform. How do I pick a firm? What should I look for?
Obviously what you DO NOT do is what you are advised to do in an article on an SEO providers website!
Not so much because of what they say but more because of what they leave out.
Here's some unbiased advice….
Start by looking here http://www.seoconsultants.com/ and here http://www.sempo.org/directories/
Draw up a list of (say 10 - 15) companies whose web presence and spectrum of services meet with your approval.
Then make a simple initial approach to these companies and reduce to a short list (3-5) based on the quality of their response and their understanding of your requirements.
Interview the companies on your shortlist and include the following questions in your interrogation:
1. Ask for 5+ references and current clients and make sure you follow them all up. When speaking with the referees if you are not entirely happy ask for another 5+ references.
2. What type of reporting will they provide?
3. Do they offer Return On Investment (ROI) analysis? (You want a YES here!)
4. Can they assure you that the optimization strategies and methods used will be ethical and hence guarantee no penalties for your website?
5. Do they place a link on their clients sites to their site? (You want a NO here!)
6. Ask to see a sample contract. Check that it says 'what is' and 'what isn't' required on the clients part and details what they say they will do.
7. How many hours will they put into working on your site?
8. Make sure you will not be 'ransomed' if you decide not to use them any more at some stage.
9. Do they outsource any of the work?
10. What results can you expect and over what time scales?
That's it! You will not go wrong if you adhere rigidly to this approach.
